Flow Description
Any information flow between Vehicle/PID and Center or CCMS that the initiator needs to be kept private. Privacy in this sense means that the receiver does not receive the network address of the initiator, nor does it receive the geographic location of the initiator. Flows that depend on initiator geographic location cannot use this service.

Solution Description
This solution is used within the U.S.. It combines standards associated with (None-Data) with those for V-X: Local Unicast Wireless (US). The (None-Data) standards include an unspecified set of standards at the upper layers. The V-X: Local Unicast Wireless (US) standards include lower-layer standards that support local-area unicast wireless solutions, such as DSRC technologies, LTE, etc.
